NORTH HILLS COUNCIL OF GOVERNMENTS (NHCOG) Acting as Agent for THE TOWNSHIP OF PINE ALLEGHENY COUNTY, PA OFFICIAL ADVERTISEMENT NOTICE TO BIDDERS Sealed Proposals will be received at North Hills Council of Governments, located at 300 Wetzel Road, Suite 201, Glenshaw, PA 15116 until 11:00 A.M., Thursday, August 14, 2014, for: BAUR DRIVE SANITARY SEWER EXTENSION 13-GEDF-009 Work included under this project consists of about 1,135 linear feet of eight inch gravity sanitary sewer construction, connection to the existing service sewer between the house and existing on-lot disposal system, construction of 1,625 linear feet of 1.25 inch low-pressure force main via open cut or directional drilling methods, installation of 7 individual grinder pump assemblies and appurtenances thereto including, exterior control panel and interior electrical supply from the existing power supply/breaker box to the exterior grinder pump control panel for a complete and operational sanitary sewer system serving twelve houses on Baur Drive. Abandonment of existing on-lot disposal systems is also included in the scope of work. Received bids will be publicly opened and read aloud immediately thereafter. Bids shall be delivered in a sealed envelope and clearly marked on the outside with the name and address of the Bidder, the time and date of the bid opening and the words "BAUR DRIVE SANITARY SEWER EXTENSION PROJECT". Bids that are mailed or delivered by a commercial service shall be placed in a sealed, properly marked envelope placed within a sealed, properly marked delivery envelope. It shall be the Bidder's responsibility to assure its bid is delivered before the time of bid opening. Any bid that is delivered after the scheduled time of the bid opening will be returned unopened to the Contractor and will not be considered as an official submission. Copies of Drawings, Specifications, and Bidding Documents are on file and open to public inspection at the office of the North Hills Council of Governments, 300 Wetzel Road, Suite 201, Glenshaw, PA 15116, (412) 487-5230, where sets of said documents may be obtained upon payment of $100.00 per set, $110.00 if mailed. Bidding Documents will be mailed upon request after receipt of payment plus any applicable shipping fees. No refund will be made for the return of any documents. This project requires the prequalification of bidders, including subcontractors, as specified in Section 102.01 of Commonwealth of Pennsylvania Department of Transportation Specifications, Publication 408, Latest Edition. Performance and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's Compensation must be filed with the executed Agreement. Compliance is required with the Pennsylvania Prevailing Wage Act of 1961, P.L. 987, No. 442; Title VI and other applicable provisions of the Civil Rights Act of 1964; the Department of Labor Equal Opportunity Clause (41 CFR 60-1.4); Executive Order 11625 (Utilization of Minority Business Enterprise); Executive Order 12138 (Utilization of Female Business Enterprise); in compliance with Section 504 of Rehabilitation Act of 1973 and Americans with Disabilities Act of 1990; and the Allegheny County MBE/WBE Program enacted July, 1981, which sets forth goals of 13 percent Minority and 2 percent Female Business Enterprise; and the Allegheny County Ordinance #6867-12, setting forth goals of 5 percent Veteran-Owned Small Businesses. Proposals to receive consideration must be accompanied by a Certified Check or Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of The Township of Pine and NHCOG, in an amount equal to ten percent (10%) of the total amount of the Proposal as a guarantee. The Owner(s) reserves the right to award the contract within ninety (90) days from the date bids were submitted. The Owner(s) hereby reserves the right to reject any and/or all bids submitted or any part thereof or item therein.
