LEGAL ADVERTISEMENT Port Authority of Allegheny County MEDICAL INSURANCE REQUEST FOR PROPOSALS The Port Authority of Allegheny County (Authority), a public authority organized under the laws of the Commonwealth of Pennsylvania, is responsible for providing public transportation services in Allegheny County. The Authority is in operation 24 hours a day, 365 days a year. The Authority has an annual operating budget of approximately $388.5 million and currently employs approximately 2,658 people. The Authority, in cooperation with its primary labor union, Local 85 of the Amalgamated Transit Union (ATU), has convened a Healthcare Committee under the terms of an August, 2012 collective bargaining agreement between the parties to seek opportunities for cost savings. The parties would also like to explore options that would potentially preserve access to both regional healthcare provider systems - University of Pittsburgh Medical Center and the Allegheny Health Network - for those employees who have a desire for such continued access. The Authority seeks to partner with a medical insurer or administrator who can deliver a high quality, comprehensive program that focuses on member overall health and well-being, while also providing the Authority and its employees with the opportunity to achieve overall healthcare cost savings as contemplated by the August, 2012 collective bargaining agreement between Port Authority and ATU. This request for proposals (RFP) is being issued directly by the Authority and is hereby requesting proposals from medical insurers and plan administrators to provide active and retiree health care benefits effective January 1, 2015. The RFP process shall be conducted in compliance with and subject to all applicable federal, state and local laws and regulations. If you have any questions about the RFP, please contact Mr. Schenk via e-mail, with an electronic copy to Ms. Gunn, by no later than 4:00 p.m. EST on Monday, August 4, 2014. Proposals are due by no later than 4:00 p.m. EST on Thursday, August 14, 2014. Instructions for the proper content and timely submission of proposals are contained in the RFP. Port Authority reserves the right to reject any or all proposals.
