ADOPTION OF AN AMENDMENT TO A RULE AND REGULATION OF THE ALLEGHENY COUNTY HEALTH DEPARTMENT ENTITLED "NEEDLE EXCHANGE PROGRAM FOR COMMUNICABLE DISEASE PREVENTION AND PROVIDING DRUG TREATMENT OPPORTUNITIES" The Allegheny County Board of Health promulgated an amendment to Rule and Regulation, Article II, entitled "Needle Exchange Program for Communicable Disease Prevention and Providing Drug Treatment Opportunities," on May 7, 2014. The same was approved by the Allegheny County Council on July 1, 2014 and submitted to the County Executive for his approval or disapproval. The County Executive approved the same on July 2, 2014. The purpose of the Rule and Regulation amendment is to eliminate the restriction upon which Needle Exchange Programs are located. Currently, no program location shall be within 1500 feet of any elementary, primary school, secondary school, licensed daycare facility, or drug treatment facility. The 1500 feet restriction has been eliminated only in the City of Pittsburgh and remains in effect for the remaining Allegheny County municipalities (Section 205 D ii). The provisions of this Article will become effective ten days after the enactment date of an ordinance of Allegheny County approving its provisions.
