MAINTENANCE & PROTECTION OF TRAFFIC SERVICES FOR FIELD VIEWS OF I-279 IN ALLEGHENY COUNTY McTish, Kunkel, & Associates (MKA) has been contracted by the Pennsylvania Department of Transportation to coordinate the protection of crews assigned to field view portions of Interstate 279 from the Ft. Duquesne Bridge to the Camp Horne Road Interchange, including Route 28 and ramps surrounding the veterans bridge and the McKnight Road Interchange throughout 2015. The field views are anticipated to begin in April of 2015 and end in December of 2015. MKA will require the services of a Contractor to provide maintenance & protection of traffic (MPT) including lane and shoulder closures in accordance with PennDOT Publication 213 and specially designed closures (e.g., I-279/McKnight Road Interchange exit gore area where a combination of multiple PATA's can be developed for one continuous, cohesive traffic control plan setup). MKA will receive separate sealed bids from qualified Contractors for the MPT services until 3:00 PM; April 16, 2015 in McTish, Kunkel, & Associates' Pittsburgh Office located at 400 Penn Center Blvd, Suite 600, Pittsburgh, Pa 15235. Complete bid packages may be obtained from Kasey Horrell of MKA at the same address. Contact Ms. Horrell at 412-824-2910 with any questions. The Contractor must provide evidence of at least 5 years of experience providing MPT in accordance with PennDOT Publication 213 on projects of similar size and complexity. The contractor's record of past performance may be considered during the selection. Resumes of key staff, both field and office must be submitted with the bid. The Contractor must make available the following equipment in good working order along with properly trained, competent, equipment operators. The following equipment will be required of the contractor: - Shadow vehicles with truck-mounted attenuator (TMA) and a flashing or revolving yellow light, per PennDOT Publication 213, and as required. - Temporary traffic control including, but not limited to: warning signs, flags, cones/channelizing devices, flashing arrow panels, paddle boards, two-way radios and flaggers (per PennDOT Publication 213, and as required). Bids will be opened April 16, 2015. MKA will award the contract to the bidder with the lowest total contract price. MKA reserves the right to reject any or all bids deemed not in conformance with the bid requirements.
