NOTICE TO BIDDERS BOROUGH OF DORMONT OF ALLEGHENY COUNTY, PENNSYLVANIA Sealed Proposals will be received by the BOROUGH OF DORMONT, Allegheny County, Pennsylvania for: 2015 ROAD RESURFACING CONTRACTS CONTRACT A - 2015 ROAD RESURFACING CONTRACT BASE BID - Involves the resurfacing of Potomac Avenue from West Liberty Avenue to Broadway Avenue, removal of designated sidewalk and curbing, installation of storm drainage improvements, striping, all traffic control and restoration of disturbed areas. ADD ALTERNATE 1 - Involves the resurfacing of Veteran's Parking Lot from West Liberty Avenue to Southern Alley. ADD ALTERNATE 2 - Involves the reconstruction of Delwood Avenue, from Mississippi Avenue to Hillsdale Avenue. CONTRACT B - POTOMAC AVENUE CROSSWALK CONTRACT BASE BID - This project involves the installation of new stamped asphalt thermoplastic color coating crosswalks on Potomac Avenue, all traffic control and restoration of disturbed areas. Proposals shall be delivered in a sealed envelope and clearly marked on the outside with the words, "2015 ROAD RESURFACING CONTRACTS". All Proposals must be in the hands of Rebecca Bradley, Borough Manager, Borough of Dormont, 1444 Hillsdale Avenue, Suite 10, Pittsburgh, PA 15216, before 10:00 a.m. prevailing time on Thursday, April 23, 2015, and the same will be publicly opened and read thereafter. The Proposals must be made to the Borough of Dormont, Allegheny County, Pennsylvania, and shall remain firm for a period of sixty (60) days. No Bidder may withdraw his Proposal during the sixty (60) day period without forfeiting his Proposal guarantee. There will be a mandatory pre-bid meeting on April 15, 2015 at 10:00 A.M. in the conference room of the Borough municipal building located at 1444 Hillsdale Avenue, Suite 10, Pittsburgh, PA 15216. Contractors who intend to bid either of the individual Contracts MUST attend. Copies of Drawings, Specifications, Instructions to Bidders, General Conditions, Forms of Proposals and Agreement are on file and open to public inspection at the office of the Borough Engineer, Borough of Dormont, 1444 Hillsdale Avenue, Suite 10, Dormont, PA 15216. Performance and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's Compensation must be filed with the executed Agreements. Pennsylvania Prevailing Wages must be paid on this contract. Proposals to receive consideration must be accompanied by a Certified Check or Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of the Borough of Dormont in an amount equal to ten percent (10%) of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within 15 days after Notice of the Award of the Contract. Contractor must also submit a completed Non-Collusion Affidavit with their bid or the bid will be considered non-responsive. The Owner reserves the right to reject any or all Proposals, or any part thereof, for any reason, and also reserves the right to waive any informality therein.
