Uptown Eco-Innovation District Plan City of Pittsburgh Request for Qualifications (RFQ) The City of Pittsburgh, through the Department of City Planning, is seeking qualified consultants with expertise in land-use planning, multi-modal transportation system planning and development, transit systems/transit oriented development, urban design, urban ecology/stormwater management, energy systems, innovation and entrepreneurship, equity, economics, architecture, landscape architecture, and community processes.
