PURSUANT to the Land Recycling and Environmental Remediation Standards Act, the Act of May 19, 1995, P.L. 4, No. 1995-2, notice is hereby given that Mallet and Company (Mallet) has submitted to the Pennsylvania Department of Environmental Protection (PADEP) a Remedial Investigation Report, Cleanup Plan, and Final Report (Final Report) for the site located at 51 Arch Street Extension, Rosslyn Farms Borough, Allegheny County. This Final Report states that the site is a baking and food industry edible oil, shortening, icing stabilizer, emulsifier, lubricant, and release agent manufacturer. The site has been found to be contaminated with select volatile organic compounds, semivolatile organic compounds, and metals which have contaminated soil and groundwater due to historic industrial uses at the site. Mallet has indicated that investigation activities at the site have characterized and delineated impacts, demonstrated attainment of site-specific and/or Act 2 standards for soil, monitored groundwater for attainment of site-specific standards, used the existing site improvements and ground covers as engineering controls, and used a non-residential site use limitation as an institutional control. The Final Report is being submitted for PADEP review and approval. The future use of the site will be non-residential and will continue to be utilized for manufacturing of edible oil, shortening, icing stabilizer, emulsifier, lubricant, and release agent for food and baking industries. Mallet has utilized site-specific standards at the site. The Act provides for a 30-day comment period and is initiated with the publication of Notice in the Pittsburgh Post-Gazette on January 23, 1015. The comment period will continue until February 23, 2015 (30 days after the newspaper publication date). Rosslyn Farms Borough may comment on the report during this period. Comments should be also be submitted to PADEP at 400 Waterfront Drive, Pittsburgh, Pennsylvania 15222-4745 (attn.: John Kernik).
