Notice Pursuant to the Pennsylvania Land Recycling and Environmental Remediation Standards Act (Act 2), the act of May 19, 1995, P.L. 4, No. 1995-2, notice is hereby given that Horsehead Corporation and Shell Chemical Appalachia LLC (collectively, "Parties") have submitted to the Pennsylvania Department of Environmental Protection (PADEP) a Notice of Intent to Remediate regarding a site located at 300 Frankfort Road, Potter Township and Center Township, Beaver County. The site was formerly a zinc smelting facility. Groundwater and soil at the site have been found to be impacted with certain inorganic substances that will be addressed so as to attain a site-specific standard under Act 2. The proposed remediation measures include consolidating and capping impacted soils and establishment of necessary institutional controls to prohibit future exposure to impacted media. Following completion of the Act 2 process, the site is expected to be used for non-residential purposes. Act 2 provides for a 30-day public comment period, which is initiated with the publication of this notice, for remediation under the site-specific standard. Until 10 January 2014, Potter Township or Center Township may also submit a request to the Parties during the 30-day comment period to develop and implement a public involvement plan.
