Allegheny County Department of Human Services Request for Proposals Allegheny County through its Department of Human Services (DHS) has issued a Request for Proposals (RFP) for interested, qualified Human Resources and/or Information Technology firms (Vendors) to provide recruitment, sourcing and staffing to accommodate the DHS Information Technology needs.
