Notice of a comprehensive plan for the provision of adequate sewage systems, "Official Plan" submission to the Pennsylvania Department of Environmental Protection Pursuant to the Pennsylvania Code, Chapter 71. Administration Of Sewage Facilities Planning Program, notice is hereby given that Three Crossings, L. P. has submitted to the Pennsylvania Department of Environmental Protection a comprehensive plan for the provision of adequate sewage systems. Notice is required because the proposed sewage increase is greater than 50,000 GPO and the proposed residential use represents a change in land use for the site. The project site is bounded by 27th Street to the northeast, Spruce Way to the southeast, 26th Street to the southwest, and the Allegheny River to the northwest in the City of Pittsburgh, Allegheny County, Pennsylvania. The 4.84-acre project site proposes approximately 4.85 acres of disturbance. The proposed development will be owned by Three Crossings, L. P. The receiving water is the Allegheny River, which is designated as a warm water fishery. The receiving water is not designated as a high quality or exceptional value. The site is currently a mix of parking lots and commercial properties. Historically, the site was used for a variety of industrial activities, including steel foundry works, machining, shovel manufacturing, metal fabrication and dry ice production. The project will include the construction of approximately 300 residential units, a parking garage, associated site features, and an adjacent parking lot. The site is currently occupied by a trucking terminal, warehouse buildings and asphalt parking areas. The project proposes two on-site gravity sewer laterals for the planned residential building. One 1 0-inch PVC lateral will tie into the existing 18-inch combined sewer located within 26th street. The other 1 0-inch PVC lateral will tie into the existing 48-inch combined sewer located within 27th Street. Both connections will be made via wye connections into the existing sewers. This ultimate method (to serve the development in the long term, five years or more) will provide for the disposal of the total combined daily flow of 58,400 gallons per day, or 146 EDUs. Sewage will be conveyed to and treated by the Allegheny County Sanitary Authority (ALCOSAN) Wastewater Treatment Facility in Pittsburgh, PA. Alternative methods of sewage disposal that could be considered include on-site subsurface disposal systems (septic systems) and an individual package wastewater treatment plant. The existing developments in the area are all currently connected to the public sewer system. An on-site septic system would not be consistent with the neighboring buildings, nor would it be a practical solution to provide adequate service for the site. The nearest discharge point from the site for a stream discharge is the Allegheny River, which is immediately adjacent to the site. A package wastewater treatment plant with discharge to the Allegheny River is not feasible due to the size and cost of the site.
